Robert Borkowski
Speaker: Make Your Apartments, Senior Housing, Condo and Homeowners Association EV Charging Positive
Robert Borkowski is the owner of Plug IO, a Maryland company that designs, installs, and operates electric vehicle charging for apartment and condominium communities at no cost to property owners. Residents pay only for the energy they use. His planning standard is 20 chargers for a 300-home community. Two-to-four charger sites create friction among residents — waiting lists, blocked spaces, and disputes over access — and do not support wide adoption. The practical step is oversized electrical infrastructure, so a site can expand as more residents drive electric. Plug IO has 11 ports in service, 15 under construction, and 45 planned for 2027.
He served twelve years on the Board of Directors of Clarksburg Condominium II, the last five as president through 2023. As president he led resident approval, utility coordination, and installation of shared charging, with infrastructure sized to expand to 17 chargers. He now uses that experience with communities weighing the same choices.
Mr. Borkowski brings that operator’s view to Maryland policy. He has participated in Public Service Commission electric vehicle proceedings that produced dedicated tariffs for multi-unit charging. As an EV driver and charge-point operator, he has contributed practical experience to legislative and Weights and Measures discussions on oversight of community chargers. Through ride-and-drive events, including Rockville Science Day, he shows residents what charging looks like before a board commits.
